San Francisco -- Just two months after announcing a new $70 million funding round, San Francisco-based Practice Fusion, a developer of electronic medical record technology, said on Monday it has landed another $15 million. Qualcomm Ventures led the new tranche, which increased the company's fourth round to $85 million. Artis Ventures, Industry Ventures and Band of Angels also participated in the funding, which could be the company's last before an eventual initial public offering (IPO). Practice Fusion said its technology has facilitated more than 55 million patient visits in the U.S. this year, primarily in the offices of solo- and small-practice doctors

o Tech Giants Urge World Leaders to Reform Government Surveillance

Washington, DC -- Eight of the largest technology giants are calling for the world's governments to reform their Internet surveillance practices, with the goal of limiting their authority to collect user data, implementing checks and balances and making the process transparent. In an open letter, published on the website below as well as in newspaper ads, AOL, Apple, Facebook, Google, LinkedIn, Microsoft, Twitter and Yahoo laid out five core "principles" in their effort, which they are labeling "Reform Government Surveillance." "We understand that governments have a duty to protect their citizens. But this summer's revelations highlighted the urgent need to reform government surveillance practices worldwide," reads the letter, addressed to President Obama and members of Congress. "The balance in many countries has tipped too far in favor of the state and away from the rights of the individual — rights that are enshrined in our Constitution. This undermines the freedoms we all cherish. It's time for a change."

o Mountain View-Based HealthLoop Raises $10 Million in First Round

Mountain View, Calif. -- HealthLoop, the Mountain View-based developer of a cloud-based platform designed to automate the process of follow-up healthcare, said on Monday it has raised $10 million in its first round of funding, led by Canvas Venture Fund, an early-stage venture fund managed by Morgenthaler Technology Investment. Subtraction Capital also participated in the round, which the company will use to enhance its technology. Founded by Jordan Shlain, a primary care doctor in San Francisco. HealthLoop offers a platform designed to help keep doctors, patients and caregivers connected between visits, as well as provide key clinical information. "Medicine, at its best, is a conversation between a doctor and a patient," said Shlain. "But conversations take time, and time is the most depleted resource in our healthcare system today. We're reimagining the doctor-patient experience, using technology to empower these pivotal relationships."

Pleasanton-based Thoratec, a developer of devices designed to support failing hearts, said on Monday that its board of directors has authorized the repurchase of up to $200 million in stock. The company's previous share repurchase authorization will expire at the end of 2013. As of Sept. 30, Thoratec had more than $280 million in cash, cash equivalents and investments.
