o San Jose-Based eBay to Spin-Out PayPal as Independent Company

San Jose, Calif. -- After running PayPal as a subsidiary since 2002, San Jose-based eBay said on Tuesday it plans to spin off its online payments business into a separate publicly traded company next year. eBay said the move will allow both companies to better capitalize on their respective growth opportunities. "Keeping eBay and PayPal together beyond 2015 clearly becomes less advantageous to each business strategically and competitively," said John Donahoe, the president and CEO of eBay. "As independent companies, eBay and PayPal will enjoy added flexibility to pursue new market and partnership opportunities." The company expects to complete the spin-off in the second half of 2015. Donahoe and CFO Bob Swan will be responsible for leading the separation of each business, through neither will have an executive management role in the new eBay or PayPal. Devin Wenig, the current president of eBay Marketplaces, will become CEO of the new eBay, with Scott Schenkel, currently the CFO of eBay Marketplaces, taking over as CFO. The company also has named Dan Schulman, former president of American Express' Enterprise Growth Group, as the new president of PayPal, as well as its CEO following the separation.

o Palo Alto-Based General Catalyst Launches $10M Stripe Platform Fund

Palo Alto, Calif. -- General Catalyst Partners, the Palo Alto-based venture capital firm, said on Tuesday it has launched a $10 million fund focused on startups built on the Stripe Connect platform. The platform, developed by San Francisco-based Stripe, allows businesses to connect their Stripe online and mobile payments account with other services. General Catalyst said its GC Stripe Platform Fund is geared primarily toward seed-stage startups looking for $250,000-$500,000. The firm said its inaugural $500,000 investment from the fund went to Baremetrics, which provides analytics on Stripe data for software-as-a-service businesses.

San Francisco -- Glass, Lewis & Co., a San Francisco-based provider of governance research and technology services to institutional investors, said on Tuesday it has acquired Meetyl, the San Francisco-based developer of a platform that lets investors privately connect with corporate management. Financial terms of the deal were not disclosed. "Investment professionals prefer to communicate with companies directly and privately, and the Meetyl platform allows them to do so efficiently," said Katherine Rabin, CEO of Glass Lewis.

o San Jose-Based Lavante Names Frank Harbist as New CEO

San Jose, Calif. -- Lavante, a San Jose-based developer of cloud-based supplier management tools, on Tuesday named Frank Harbist as its new president and CEO. He succeeds Sam Klepper, who held the role for a year. Harbist most recently served as the CEO of ActiveScaler, and previously was the president and CEO of ProStor Systems. Earlier, he spent more than 20 years at HP. The news comes just a month after Lavante landed $3.5 million in a round of funding led by PointGuard Ventures. Prior investors SAP Ventures and ATA Ventures also participated.

Mountain View, Calif. -- SOASTA, a Mountain View-based developer of cloud and mobile testing tools, on Tuesday named Gamiel Gran as its chief strategy officer (CSO). Gran most recently was a partner at Sierra Ventures, and previously held leadership roles at BEA, Edify, Cassatt and Appcelerator. The news comes a little over a year after the company raised $30 million in a round of funding that included new investors Macquarie Capital and Roth Capital, and previous backers Canaan Partners, Formative Ventures and Pelion Venture Partners.
