San Francisco -- Symphony Commerce, the San Francisco-based provider of commerce applications delivered as a service, has raised $21.5 million in its second round of funding, TechCrunch reported. CRV led the round, which also included participation from Bain Capital and FirstMark Capital. The company, which previously had raised $12.2 million in its first round, plans to use a portion of the proceeds to expand its engineering team. Symphony's technology is designed to let users manage retail and wholesale activities from a single unified platform.

o Google to Refund Consumers at Least $19 Million for In-App Charges

Mountain View, Calif. -- Google has agreed to refund at least $19 million to consumers as part of a settlement with the Federal Trade Commission (FTC) over unauthorized charges incurred by children using mobile apps downloaded from the Google Play app store. The FTC's complaint alleged that the company violated a law banning "unfair" commercial practices by billing consumers for in-app charges by children made without their consent. "As more Americans embrace mobile technology, it's vital to remind companies that time-tested consumer protections still apply, including that consumers should not be charged for purchases they did not authorize," said FTC Chairwoman Edith Ramirez. This marks the FTC's third case concerning unauthorized in-app charges by children. In January, it announced a settlement with Apple, and in July filed a complaint in federal court against Amazon.com.

o Hackers Break into HealthCare.gov Site; No Personal Information Accessed

Washington, DC -- Hackers broke into the government's healthcare exchange website, HealthCare.gov, but didn't access users' personal information, The New York Times reported. The Obama administration informed Congress about what it called "an intrusion on a test server" Thursday. "Our review indicates that the server did not contain consumer personal information, data was not transmitted outside the agency and the website was not specifically targeted," Aaron Albright, a spokesman at the Centers for Medicare and Medicaid Services, told the publication. The HealthjCare.gov website serves residents of 36 states.

o South San Francisco-Based Veracyte to Acquire Allegro Diagnostics

South San Francisco -- Veracyte, a South San Francisco-based molecular diagnostics company, said it will pay $21 million to acquire Massachusetts-based Allegro Diagnostics, a developer of genomic tests designed to improve the diagnosis of lung cancer. The deal includes $7.8 million in cash and the remainder in stock. Veracyte said it plans to commercially launch Allegro's lead lung cancer test in the second half of 2015, with meaningful revenue expected by 2017. "We plan to accelerate our entry into the pulmonology market, enabling us to improve care for patients with lung nodules while creating long-term growth opportunities," said Bonnie Anderson, Veracyte's president and CEO.

o Santa Clara-Based Intevac Says CFO Jeffrey Andreson to Resign

Santa Clara, Calif. -- Intevac, a Santa Clara-based maker of vacuum process equipment, imaging products and vision systems, said that Jeffrey Andreson will resign as its CFO on Sept. 19. Andreson will become the CFO of a publicly traded company in the semiconductor capital equipment industry. He will continue to direct the company's finance organization and assist in transition until his departure. Charles Eddy, who served as the company's CFO from its founding in 1991 until his retirement in 2007, will become interim CFO while the company searches for a replacement.
