o Mountain View-Based EdCast Raises $16 Million in Second Round

Mountain View, Calif. -- EdCast, the Mountain View-based developer of a knowledge platform that lets users create and share bite-sized pieces of knowledge, said on Thursday it has raised $16 million in its second round of funding, led by GE Asset Management. SoftBank Capital, Cervin Ventures, the Stanford StartX Fund and Penta Global also took part in the round, which follows a $6 million round led by Softbank Capital in late 2014. EdCast, a Stanford StartX company, is the developer of the EdCast Knowledge Media & Intelligence Network, which offers daily curated and contextual bite-size insights (called SmartBites), with live access to influencers and subject matter experts. o Coalition Petitions FCC for New Broadcast TV Transmission Standard

Washington, DC -- A coalition of consumer technology companies, television stations and public safety advocates on Wednesday filed a joint petition with the Federal Communications Commission (FCC) for the right to utilize a new over-the-air broadcast transmission standard called Next-Gen TV. Coalition members said the new system would support technologies such as Ultra High-Definition (UHD) TV, advanced emergency alert information, increased programming streams and channels, mobile broadcast TV, immersive audio, interactivity features and datacasting. The petition asks the FCC to approve the core transmission technology for the new standard as an option for local broadcasters and receiver manufacturers, as well as for rule changes that would permit local simulcasting, enabling the new standard to be deployed while broadcasts remain available without interruption. "Next-Gen TV will provide broadcasters with the voluntary option of offering a higher-quality viewing experience, an IP-based infrastructure and greater interactivity with viewers," said Gordon Smith, president and CEO of the National Association of Broadcasters (NAB). "We believe our viewers will be the beneficiaries of new services ranging from breathtaking picture quality to in-depth emergency alerts and more personalized program content."

o Microsoft Sues Federal Government Over Customer Data Searches

Washington, DC -- Tech giant Microsoft has filed suit against the Justice Department, arguing that the government can't prevent the company from notifying customers when federal agents are examining their email and other data, Reuters reported. The lawsuit, filed Wednesday, claims the government -- under the guise of the Electronic Communications Privacy Act (ECPA) -- has been secretly examining customer data stored in the cloud, violating Constitutional amendments guaranteeing free speech and the right of citizens to know when the government is searching their property. Microsoft said in a court filing that the government "has exploited the transition to cloud computing as a means of expanding its power to conduct secret investigations." Over the past 18 months, the company claims that it has received 5,624 legal orders under the ECPA, nearly half of which prevented it from alerting affected customers. Microsoft also was one of several tech giants that supported Apple in its recent battle against the government, which had been attempting to force the company to unlock the iPhone of one of the San Bernardino terrorists.
