o Redwood City-Based Plays.tv Lands $15 Million in First Round of Funding
Redwood City, Calif. -- Plays.tv, the Redwood City-based developer of a platform for players to record, replay and share video game clips, said on Thursday it has raised $15 million in its first round of funding, led by Shasta Ventures. The round also included an investment fund associated with the owners and executives of the San Francisco 49ers, basketball star Jeremy Lin, Accel Partners, Tenaya Capital, DAG Ventures and Founders Fund. The company will use the investment to grow the platform and roll out new features, including improved tools to capture, edit and share video game clips and deep integrations with more PC game titles. "Plays.tv grew very quickly since its launch and our community really embraced the platform not just for the social sharing but for replaying and improving as players," said founder and CEO Dennis Fong, adding that the company is now in a "great position to make Plays.tv the most personal and relevant source of gameplay content, and the de facto platform to replay and share videos to get better at your game."

o San Francisco-Based Brightwheel Raises $10 Million in First Round
San Francisco -- Brightwheel, a San Francisco-based developer of management and communication software for early education, said on Thursday it has raised $10 million in its first round of funding, led by GGV Capital. The Chan Zuckerberg Initiative, ICONIQ and previous backers Eniac Ventures, Golden Venture Partners, Lowercase Capital, Mark Cuban Companies and RRE Ventures also participated, in addition to angel investors. Brightwheel has developed a cloud-based platform for preschools, childcare providers, camps and afterschool programs. The platform is designed to help teachers better manage their day and communicate with parents, while also giving parent a deeper insight into what their children are learning and automating the process of managing operations for administrators. The company said it will use the latest proceeds to accelerate product development and expand its staff.

o Redwood City-Based Omidyar Invests $2.9M in Latin American Civic Tech Fund
Redwood City, Calif. -- Omidyar Network, the Redwood City-based philanthropic investment firm founded by eBay founder Pierre Omidyar and his wife Pam, said it has invested $2.9 million in a new fund called the Latin American Alliance for Civic Technology (ALTEC). The $3.5 million fund, co-launched by Fundación Avina and Avina Americas, aims to support the development and promotion of civic tech platforms designed to increase government transparency, fight corruption and improve the delivery of public services. "Civic technology provides a great opportunity to make governments more transparent and more responsive to the true needs of citizens, and for citizens to participate actively in the decisions that impact their everyday lives," said Felipe Estefan, an Omidyar investment principal responsible for governance and citizen engagement investments in Latin America. "ALTEC will be the leading power behind the development of Latin America's civic technology ecosystem." ALTEC is the latest iteration of the Accelerator Fund for Civic Innovation, which was created in 2013 by Avina and Omidyar Network. That fund invested $2.3 million over three years in the development and promotion of 26 platforms and apps in Argentina, Brazil, Chile, Colombia, Costa Rica, Mexico, Paraguay, Peru and Uruguay.

o San Francisco-Based Seal Software Names Two Key Executives
San Francisco -- Seal Software, a San Francisco-based developer of contract discovery, data extraction and analytics tools, on Thursday announced two key hires, naming David Gingell as its chief marketing officer and Rich Bohne as its chief revenue officer. Gingell most recently was the CMO of TeamViewer, and previously served as the vice president of Europe, Middle East and Africa marketing for EMC, Adobe and NetApp. Bohne, meanwhile, held executive sales positions at Quest Software and Dell, where he led the Americas sales teams for Dell Software Group. Seal's machine learning and natural language processing technologies are designed to help companies find contracts of any file type across their networks, then quickly understand what risks or opportunities are hidden in their contracts and place them in a centralized repository.
