o Spain's Grifols to Build $80 Million Manufacturing Facility in Emeryville

Emeryville, Calif. -- Grifols, a Spain-based developer of technology devices designed to detect or diagnose certain medical conditions, said on Monday it will build an $80 million biological manufacturing facility in Emeryville. The facility will manufacture a range of diagnostic antigens, including proteins expressed in E. coli, yeast and mammalian cells. The new facility is expected to be completed in 2018. The news follows a multi-year contract extension to continue supplying antigens to OraSure Technologies. "Grifols' expanded manufacturing capabilities will allow us to continue to meet the demand for our growing portfolio of specialized diagnostics reagents," said Ramon Biosca, vice president and general manager of of the company's Diagnostic Solutions unit.

o San Francisco's SSB BART Group Lands $40 Million from JMI Equity

San Francisco -- SSB BART Group, a developer of tools designed to help clients make technology more accessibility to people with disabilities, said on Monday it has landed a $40 million investment from software investment firm JMI Equity. The Virginia-based company, which has West Coast offices in San Francisco, said it will use the proceeds to expand its business and its core Accessibility Management Platform (AMP). "As the number of accessibility lawsuits rises, more organizations are realizing they lack the technical expertise to test and remediate their systems," said CEO Tim Springer. "Our [platform] steps in to fill the gap in their development team and integrates accessibility into the software development cycle. JMI's investment will allow us to grow our team, expand our reach and develop exciting features for AMP faster than we could do it alone." SSB, which plans to change its name to Level Access in the coming months, offers software, consulting and training that help clients comply with relevant laws, standards and guidelines, such as the Americans with Disabilities Act (ADA), Web Content Accessibility Guidelines (WCAG) and 21st Century Communications and Video Accessibility Act (CVAA).

o San Carlos-Based Personal Capital Promotes Jay Shah to CEO

San Carlos, Calif. -- Personal Capital, a San Carlos-based wealth management firm providing online financial tools and financial advisory services, said on Monday it has promoted Jay Shah to CEO. Shah, most recently the company's chief operating officer (COO), succeeds Bill Harris, who will continue as chairman. He also previously served as the chief information officer (CIO) of E-Loan. o FTC Approves Settlement with Redwood City-Based Turn

Redwood City, Calif. -- The Federal Trade Commission (FTC) said it has approved a deal to settle charges against Redwood City-based digital advertising company Turn, which the agency said deceived consumers by tracking them online and through their mobile apps, even after they opted out. The company, whose technology is designed to help sellers target digital ads, first agreed to the settlement in December. According to the complaint, Turn used unique identifiers to track tens of millions of Verizon Wireless customers, even after they blocked or deleted cookies from websites. In addition, the agency alleged that Turn's opt-out mechanism only applied to mobile browsers, and did not block tailored ads on mobile apps as the company claimed. The settlement bars Turn from misrepresenting the extent of its online tracking or the ability of users to limit or control the company's use of their data. The company also must provide an effective opt-out for consumers and place a prominent link on its home page taking consumers to a disclosure explaining what information it collects and uses for targeted advertising.

o Survey: Declining Worldwide Trust in the Internet Impacting E-Commerce

Geneva, Switzerland -- Internet users around the globe are increasingly concerned about their online privacy, with 49% citing lack of trust as their main reason for not shopping online, according to a new survey by Ipsos and the Centre for International Governance Innovation (CIGI). The survey, conducted in collaboration with the United Nations Conference on Trade and Development (UNCTAD) and the Internet Society, comes as data breaches and the reported hacking of elections in several European countries continues to capture international headlines. "The lifeblood of the Internet is trust, and when that is damaged, the consequences for the digital economy are nearly irreparable," said Fen Osler Hampson, the director of CIGI's global security and politics program. The 24,225 Internet users surveyed listed cybercriminals (82%) as their top source of concern, followed by Internet companies (74%) and governments (65%). Lack of trust is most likely to keep people off e-commerce platforms in the Middle East, Africa and Latin America, suggesting that the potential gains of e-commerce are not spread evenly around the globe. The survey also revealed great differences in e-commerce behavior when it came to how users are purchasing goods online. For example, in China, India and Indonesia, more than 86% of respondents expect to make mobile payments on their smartphone in the next year, compared with less than 30% in France, Germany and Japan.
