o European Regulators Hit Google with Record $2.7 Billion Fine

Mountain View, Calif. -- Regulators in Europe on Tuesday fined Mountain View-based Google a record $2.7 billion for allegedly breaching EU antitrust rules, two years after charging the tech giant with systematically favoring its own comparison shopping product over those of competitors in search results. The amount more than doubles the previous record fine in Europe, about $1.2 billion against Santa Clara-based chipmaker Intel in 2009. "Google abused its market dominance as a search engine by promoting its own comparison shopping service in its search results, and demoting those of competitors," wrote Commissioner Margrethe Vestager in the decision. "What Google has done is illegal under EU antitrust rules. It denied other companies the chance to compete on the merits and to innovate. And most importantly, it denied European consumers a genuine choice of services and the full benefits of innovation." The fine could've been as much as 10% of the company's annual revenue, or about $9 billion. Under the ruling, Google must now end the conduct within 90 days or face additional penalty payments. The company said it is mulling a possible appeal. "Given the evidence, we respectfully disagree with the conclusions announced today," wrote Kent Walker, Google's senior vice president and general counsel, in a blog post. "We will review the Commission's decision in detail as we consider an appeal, and we look forward to continuing to make our case."

Milpitas, Calif. -- View, a Milpitas-based developer of dynamic architectural glass designed to intelligently control sunlight by transitioning through multiple tint states, said on Tuesday it has raised $200 million in a new round of funding, which included a $70 million investment from BlackRock. Other participants included TIAA, which invested $50 million, and several other previous backers. "This investment enables us to scale our operations to meet rapidly growing demand," said CEO Rao Mulpuri. View's electrochromic glass has been installed in more than 350 completed commercial buildings, with another 150 in progress. The glass is designed to improve the comfort of occupants, while also bolstering energy efficiency.

Mountain View, Calif. -- Glooko, the Mountain View-based developer of a remote patient monitoring platform for diabetes, said on Tuesday it has raised $35 million in a new round of funding, led by Georgian Partners. New investors Insulet and Mayo Clinic also joined previous backers Canaan Partners, Social Capital, Medtronic and Samsung NEXT in the round, which the company will use to expand its sales, marketing and development teams and grow its international presence. "With this capital, we will accelerate our investments in clinical solutions that aim to increase medication adherence, provide personalized insights and prompts that drive behavior change for people with diabetes, and deliver clinical decision support to thousands of clinicians and coaches so they can better support people with diabetes in between office visits," said CEO Rick Altinger. Glooko's diabetes digital health platform is currently used by more than 1 million patients. The company's mobile and web apps and clinic upload tools sync with popular diabetes devices, fitness wearables and activity trackers, providing reports and analytics designed to help patients change their behaviors and improve outcomes.

o San Jose-Based Xcalar Lands $21 Million in First Round of Funding

San Jose, Calif. -- Xcalar, the San Jose-based developer of a business analytics platform, said on Tuesday it has raised $21 million in its first round of funding, led by Khosla Ventures. The round also included participation from individual investors, including Andy Bechtolsheim and Diane Greene, as well as venture capital firm Merus Capital. The company also announced the release of the latest version of its core platform, which is designed to provide users with actionable insights from big data. "We set out to create a visual design platform that leverages existing investments in Hadoop, eliminates the need for most big data programming languages and allows business analysts, data engineers and data scientists to work relationally with modern data in interactive time," said CEO Vikram Joshi, who previously founded ioTurbine and PixBlitz Studios. Xcalar so far has forged key partnerships with Microsoft, Google, Tableau, Confluent and MapR, and is currently working on deployments and pre-production pilots with about a dozen large clients.

o Pandora Co-Founder Departs as CEO; President and CMO Also Leave

Oakland -- Pandora, the Oakland-based provider of a popular Internet radio service, said on Tuesday that co-founder Tim Westergren will step down as its CEO. The company has named Naveen Chopra, its chief financial officer (CFO), as interim CEO, while its board launches a search for a replacement. President Mike Herring and Chief Marketing Officer (CMO) Nick Bartle also will depart the company. The moves comes less than three weeks after Pandora announced a $480 million investment from satellite radio company SiriusXM, as well as its $200 million sale of Ticketfly to Eventbrite. Westergren, who in 2000 teamed with Will Glaser and Jon Kraft to form Savage Beast Technologies, the predecessor to Pandora, helped orchestrate both moves in a bid to put the company on more solid financial footing. He took over as CEO last March to succeed Brian McAndrews, who had been chairman, president and CEO since 2013. "Tim stepped in to be CEO at a critical time for the company and was quickly able to reset relations with the major labels, launch our on-demand service, reconstitute the management team and refortify our balance sheet by securing an investment from Sirius XM," said board member Tim Leiweke. "We support Tim's desire to identify a new CEO for Pandora's next stage." Westergren also will give up his board seat.
