San Jose, Calif. -- Shares of San Jose-based Vocera Communications rose 31% on Wednesday, hours after the developer of instant voice communications tools raised $80 million in its initial public offering (IPO). The company priced its 5 million shares at $16 -- higher than its expected price range of $12-$14 -- with shareholders also selling another 850,000. Vocera's technology includes software and hands-free, wearable, voice controlled communication badges, smartphones and other wireless devices. The company is trading on the New York Stock Exchange under the symbol "VCRA." Shares closed at $21.03.

o Redwood City-Based Relievant Medsystems Raises $30 Million


Redwood City, Calif. -- Relievant Medsystems, a Redwood City-based medical device company focused on chronic low back pain, said on Wednesday it has raised $30 million in its fourth round of funding, led by New Enterprise Associates (NEA). Previous backers Canaan Partners, Emergent Medical Partners, Morgenthaler Ventures and ONSET Ventures also participated in the round, which the company will use to advance and expand its clinical development programs. Justin Klein, a partner at NEA, will join the company's board of directors. Relievant said its Intracept procedure may be a viable treatment alternative for patients who suffer from chronic low back pain but no longer respond to conservative therapies.

o Palo Alto-Based Addmired Changes Name to Machine Zone, Raises $8M

Palo Alto, Calif. -- Addmired, a Palo Alto-based mobile games startup, said it has changed its name to Machine Zone and raised $8 million in its second round of funding from Menlo Ventures. The company also had raised $5.3 million from Anthos Capital and Baseline Ventures less than a year ago. Shervin Pishevar, managing director of Menlo Ventures, has joined the company's board of directors. Machine Zone, which specializes in free-to-play mobile games, launched in 2008 with seed funds from Y Combinator. Its titles include iMob 2, Original Gangstaz and Global War. "The additional capital means we'll accelerate the growth of our products and platform, expand facilities and ramp up our recruitment efforts," said CEO Gabriel Leydon.

o Study: Broadband Speeds in San Francisco Among Nation's Fastest

New York -- Average broadband speeds in San Francisco rank among the nation's fastest, according to new study by Pando Networks. San Francisco ranked second in the study of 35 U.S. cities, with average speeds of 828 kilobits per seconds. San Jose ranked 12th (661 KBps). The results were based on the speeds of millions of downloads delivered by the company's software. Austin, Texas topped the list at 841KBps, with Boston (827), Seattle (805) and New York (787) rounding out the top five. El Paso, Texas recorded the slowest speed among big cities at 483KBps -- barely half the speed of Austin. In terms of Internet service providers (ISPs), Comcast led the way at 941KBps, followed by Optimum Online at (874) and Charter Communications (868). The study is available at the link below.

o NTIA Looks to Free Large Swath of Wireless Spectrum for Commercial Use

Washington, DC -- Needing to find more wireless spectrum to keep pace with Americans' increasing use of data-hungry smart phones, the National Telecommunications and Information Administration (NTIA) said it believes 95 megahertz (MHz) of prime spectrum could be repurposed for wireless broadband use. The spectrum is currently being used by more than 20 federal agencies to perform functions such as law enforcement surveillance, military tactical communications and air combat training. Under preliminary plans, some federal users would be relocated to different bands, while others would need to find new ways to share spectrum with commercial users. "Spectrum is a finite resource in growing demand, and we need to focus on new ways to maximize its use," said Lawrence Strickling, administrator of the NTIA. "By working with the FCC, other federal agencies, and the industry, we can make more spectrum available." President Obama has said he'd like to see the amount of commercial spectrum nearly double before the end of the decade.
