San Francisco -- Tout.com, the San Francisco-based developer of a smartphone and web app that enables real-time video status updates, said on Wednesday it has landed $13.4 million in its second round of funding. Investors included WWE, 819 Capital, institutional investor Gordon Crawford and Stan Shuman and Jack Schneider from Allen & Co. They join previous investors including Stanford Research Institute (SRI), Horizons Ventures and Seavest Ventures. The company will use the new capital to bolster product development and international expansion. Since launch, Tout has had over 23 million visitors to its application, making it one of the fastest growing social media services.

o San Jose-Based CaptureToCloud Raises $4.7 Million in First Round

San Jose, Calif. -- CaptureToCloud, a San Jose-based developer of software designed to streamline how people capture and collaborate with others on digital content, said on Wednesday it has raised $4.7 million in its first round of funding, led by Acero Capital. The year-old company said it will use the capital to bring its Social Workspace to market. CaptureToCloud's technology allows users to capture digital content (such as web pages, images, text, articles, email and bookmarks) and organize it in their personal cloud, accessible from anywhere. "With tens of thousands of users already relying on the CaptureToCloud app, the financing assures them of the long-term commitment to providing the Social Workspace service," said CEO Ramon Nunez, CEO. The company also announced its advisory board, which includes Steve Apfelberg, the CMO of Skire; Gary Lang, the executive vice president of product at MarkLogic; Don MacLennan, the senior vice president of product management at AVG; Jay Remley, the director of Americas enterprise sales at Google; Ken Rudin, the head of analytics at Facebook; and Gene Shklar, director, angel investor and board member.

o Oracle to Acquire San Francisco-Based Involver

Redwood Shores, Calif. -- Oracle, the Redwood Shores-based back-office software giant, has signed a deal to acquire Involver, developer of a social marketing platform, the San Francisco-based firm announced on its website. Financial terms of the deal, expected to close later this summer, were not disclosed. "Our technology is expected to extend Oracle’s social platform to help customers more easily and cost-effectively collaborate and build engaging applications and social experiences across social networks and the Open Graph," Involver wrote on its blog. Involver said its management and employees will join Oracle.

o Merkle Acquires San Francisco-Based Mobile Technology Firm 5th Finger

San Francisco -- Merkle, a Maryland-based provider of customer relationship marketing services, said on Tuesday it has acquired San Francisco-based 5th Finger, a developer of mobile technology for retailers and healthcare organizations. Financial terms of the deal were not disclosed. Merkle said the acquisition will expand its capabilities in the mobile arena. "5th Finger’s unique hybrid of being a traditional mobile agency and deep technology platform provider will help expand Merkle's capabilities to meet the changing landscape of marketing fueled by the evolution of the mobile space," said David Williams, the chairman and CEO of Merkle. 5th Finger, whose retails clients include Jos. A. Bank, Jo-Ann Fabric & Crafts and Safeway, will continue to operate as a brand within Merkle's Digital Solutions Group.

o S.F.-Based Uber Wins Temporary Stay in Battle to Operate in Washington

San Francisco -- Uber, the San Francisco-based developer of an on-demand car service, has won a local political battle to continue operating in Washington, DC, at least for the time being. The DC Council on Tuesday decided to withdraw language from a measure that would have required the company to charge minimum fares. The victory, however, could be short-lived, with the Council expected to re-examine the matter this fall. "Unfortunately, the fight is far from over," Uber wrote on its blog. "The bill that was passed today will be reviewed again by the Council in late September, and we'll need our full army ready to help us again." The company said that supporters sent more than 50,000 emails to council members, and had collected more than 4,300 signatures on a Change.org petition. Uber, which lets clients request a car by either texting their address or using its mobile app, has been the subject of intense scrutiny by the DC Taxi Commission. The commission claims the company is failing to heed local laws, which among other things require a taxi meter.

(San Jose, Calif.) The Washington, DC Taxicab Commission (DCTC) has tabbed San Jose-based VeriFone Systems to install 10-inch tablet computer systems in each of the District's 6,500 taxis. The units will feature credit card payment processing functions, as well as electronic trip reporting, news and safety alerts. They will stream content from the VeriFone Digital Network (VNET), including news, weather, local and national content provided by NBC4 and NBC Universal. The five-year deal is valued at up to $45 million for the company, which will increase its taxi media footprint by 23% to over 35,000 in the U.S.
