o San Francisco-Based Keas Raises $8 Million in New Funding

San Francisco -- Keas, the San Francisco-based developer of an interactive app platform focused on corporate health and wellness, said on Tuesday it has raised $8 million in a new round of funding from Ignition Partners and Atlas Venture. Founded in 2008, Keas is creator of a platform designed to promote healthy behavior and teamwork by delivering personalized content to hundreds of thousands of employees. Clients include Pandora, Valeant Pharmaceuticals, KLA-Tencor, Pfizer, BAE Systems and LivingSocial. The company also has named Laura Tullman as its vice president of marketing and Marty Funk as its vice president of sales. Tullman most recently was the vice president of global digital analytics at Hilton Worldwide, while Funk led corporate sales for the Americas at Informatica.

San Mateo, Calif. -- Emergence Capital Partners, a San Mateo-based venture capital firm targeting early-stage technology services companies, has led a new $8.75 million round of funding for Texas-based Civitas Learning, developer of a predictive analytics platform. Austin Ventures, First Round Capital, Floodgate, Felicis Ventures and New Markets Venture Partners also participated in the round, which the company will use to expand its core platform and software app ecosystem. The platform is designed to help higher education students stay in school and graduate on time, developing personalized major and course recommendations for students while helping faculty and advisors identify students in need of outreach. Six higher education institutions now use the platform.

o San Francisco-Based Bizo Secures $12.5 Million in Venture Debt

San Francisco -- Bizo, the San Francisco-based developer of a platform designed to help B2B marketers identify and reach their target audiences online, said on Tuesday it has landed $12.5 million in venture debt from City National Bank. The company now has raised nearly $30 million in total equity and debt capital. Founded in 2008, Bizo recently debuted on the Inc. 500 at No. 86. The company said it has increased its headcount by 75% over the past year. Russell Glass, the CEO of Bizo, said the financing "ensures we are well capitalized to maintain our leadership position in the B2B online marketing space and are well-positioned to make strategic investments."

o California AG, Counterparts Urge FTC to Stop Mobile Bill "Cramming"

Sacramento -- California Attorney General Kamala Harris and 39 counterparts on Tuesday urged the Federal Trade Commission (FTC) to end a practice known as "cramming" -- the placement of unauthorized third-party charges on mobile phone bills. States increasingly have received complains about the practice, which typically adds anywhere from $10-$25 a month to cell phone bills for goods and services that consumers have neither requested nor used. The AGs said that most consumers fail to notice they have been crammed, and even when they do, typically are unable to secure refunds since they have been paying the charges for several months. "The attorneys general agree that addressing these issues should be a priority among consumer regulators and the mobile telephone industry," reads a letter, signed by Harris and her counterparts. o San Francisco-Based Cognitive Networks Lands $3.5 Million in Financing

San Francisco -- Cognitive Networks, a San Francisco-based provider of real-time data services for smart TVs, said on Tuesday it has landed a new $1.5 million investment from venture capital firm DCM Ventures. The company also has secured up to $2 million through a structured venture debt loan from Silicon Valley Bank. The funding, which follows the company's recent initial round of $2.5 million from Rogers Venture Partners, will be used to support company growth.

(Milpitas, Calif.) Milpitas-based SanDisk, a maker of flash memory storage products, on Tuesday named Siva Sivaram as its senior vice president of memory technology. Sivaram previously held executive positions at Intel and Matrix Semiconductor, as well as at SanDisk after its acquisition of Matrix.
