States increasingly have received complains about the practice, which typically adds anywhere from $10-$25 a month to cell phone bills for goods and services that consumers have neither requested nor used. The AGs said that most consumers fail to notice they have been crammed, and even when they do, typically are unable to secure refunds since they have been paying the charges for several months. "The attorneys general agree that addressing these issues should be a priority among consumer regulators and the mobile telephone industry," reads a letter, signed by Harris and her counterparts.
