o FAA to Expand Use of Electronic Devices for Passengers

Washington, DC -- In a ruling that will change the way air passengers use their electronic gadgets in flight, the Federal Aviation Administration (FAA) on Thursday ruled that it will begin allowing passengers to utilize devices like smart phones, e-readers and portable gaming systems from gate to gate. The agency said implementation of the new rules will vary among airlines, but that all carriers should adopt them by the end of this year. The FAA said its decision was based on input from a special committee, which concluded that most commercial airplanes can tolerate radio interference signals from the devices. "We believe today's decision honors both our commitment to safety and consumers' increasing desire to use their electronic devices during all phases of their flights," said Transportation Secretary Anthony Foxx. "These guidelines reflect input from passengers, pilots, manufacturers and flight attendants." Devices will still have to be switched to "airplane mode," and FCC regulations will continue to prohibit any airborne calls using cell phones.

San Mateo, Calif. -- Neustar, a Virginia-based provider of information and analysis to the communications services, financial services, retail and media and advertising sectors, said it has acquired San Mateo-based Aggregate Knowledge, developer of a platform designed to help advertisers and marketers better target customers. The purchase price was $119 million, according to multiple sources. "Aggregate Knowledge brings us a highly scalable data management platform that many of our existing customers already utilize in conjunction with our data analytics services," said Lisa Hook, Neustar's president and CEO.

o Santa Clara-Based Nexenta Names Phil Underwood as COO

Santa Clara, Calif. -- Nexenta, a Santa Clara-based developer of software-defined storage tools, on Thursday named Phil Underwood as its new COO. Underwood had spent the past seven years as the COO of Wyse Technology, which was acquired by Dell, and previously held executive roles at IPLocks, MARGI Systems and ITT. The news comes two months after Nexenta named Tarkan Maner as its new chairman and CEO. The company in February also raised $24 million in its fourth round of funding, led by new investor Four Rivers Group.

o Kickstarter Passes 50,000 Projects Funded, 5 Million Investors

New York -- Just over four years after its launch, Kickstarter, the New York-based crowdfunding platform, said it has crossed a pair of milestones, with more than 50,000 projects funded through its platform and 5 million people making an investment. The company said that more than $848 million has been pledged through its platform, putting it on pace to surpass the $1 billion-mark early next year. About 44% of projects reach their funding goals. "A billion dollars is an insane amount of money, but in practice these funds are pledged and distributed in much smaller increments," the company said. "The most common pledge on Kickstarter is $25 (and has been for most of our existence), and the majority of successfully funded projects raise less than $10,000."

o Report: Only Half of 3G/4G Tablet Owners Pay for Data Plans

Arlington, Va. -- Only half of 3G and 4G tablet owners pay for a data plan, according to a new report from the Consumer Electronics Association (CEA). The organization said nearly three in 10 tablet owners have 3G or 4G connectivity, but .just 49% of them actually pay for a data plan personally. "There is a disconnect between consumers that own a 3G/4G-enabled tablet and the consumers that feel the need to pay for the data connectivity," said Tara Hutton, director of market research at the CEA. Four in 10 online U.S. consumers owned a tablet as of September, up 1% from March. Tablet ownership remains highest for adults ages 25-34, at 52%.
