San Francisco -- Cognitive Networks, a San Francisco-based provider of real-time data services for smart TVs, said on Tuesday it has secured $14.5 million in its second round of funding that included participation from Hearst Ventures and two other undisclosed new investors. Previous backers Rogers Venture Partners and DCM Ventures also participated. The company said it will use the proceeds to continue expanding its core platform, which recognizes content displaying on Smart TVs in real time and provides the capability to deliver enhanced TV experiences. Viewers are able to see contextually relevant content running in sync with related TV programming. The platform also powers big data tools used for media buying, selling, measurement and targeting.

o Mountain View-Based Knightscope Lands $5.2 Million in First Round

Mountain View, Calif. -- Knightscope, the Mountain View-based developer of an autonomous technology platform aimed at predicting and preventing crime, said on Tuesday it has landed $5.2 million in its first round of funding. Previous backer NTT Docomo Ventures led the round, which also included participation from Konica Minolta and Flextronics. The company said it will use the proceeds to accelerate deployments in Silicon Valley, as well as continue technology development. Knightscope's Autonomous Data Machines (ADMs) are fully autonomous robots that use an array of onboard sensors to monitor areas and provide a physical presence in public places where security is needed. The devices communicate through a wireless network with the company's security team, providing real-time alerts of unusual or suspicious activity. "As important as our smartphones are to our lives today, we will wonder in the future how we ever lived without these machines in our communities," said William Santana Li, Knightscope's chairman and CEO.

Mountain View, Calif. -- Veniam, a Mountain View-based developer of technology that turns vehicles into Wi-Fi hotspots, said on Tuesday it has raised $4.9 million in its first round of funding, led by True Ventures. Union Square Ventures, Cane Investments and private investors also participated in the round, which the company will use to grow its Mountain View office and accelerate the deployment of vehicular networks in U.S. cities. Veniam has built a network of more than 600 connected vehicles in Portugal, which act as free Wi-Fi hotspots, and the company's technology also is being deployed at places like ports and container terminals. "This funding will allow us to expand rapidly in the U.S. with significant momentum," said founder and CEO João Barros. "The interest in our technology has been overwhelming and we feel confident that large-scale vehicular networks, enabled by our proprietary technology, will be the foundation for a faster expansion of the Internet of Things in cities and industrial environments." o San Francisco-Based ChangeTip Raises $3.5 Million in Seed Funding

San Francisco -- ChangeTip, the San Francisco-based developer of a social media tipping platform, said on Tuesday it has raised $3.5 million in its seed round of funding, led by Bitcoin investment firm Pantera Capital. Bold Start Ventures, DCG, CryptoCurrency Partners and 500 Startups also took part in the round, which the company will use for product enhancement, platform engineering development and user acquisition. ChangeTip is a Bitcoin-enabled social media tipping platform that lets users send any amount of money over 35 different social media platforms or content channels, including Twitter, YouTube, Reddit and GitHub. Users can reward content creators with small amounts of money by way of an online comment or reply, similar to how one would tip a street musician or a waiter. "A million users can tip $0.01 and the content creator can collect his $10,000 -- an impossibility in a legacy payments world," said founder and CEO Nick Sullivan.

o Supreme Court Seen as Unlikely to Protect Threats Made on Facebook

Washington, DC -- The Supreme Court seems unlikely to protect the "free speech" rights of people who post serious threats to others on social media sites, Tribune Newspapers reported on Tuesday. Hearing the case of a man sent to prison for his Facebook posts threatening to kill his ex-wife and cut the throat of an investigating FBI agent, justices disagreed with the notion that the defendant should have been protected by the First Amendment. The majority, Tribune reported, seemed to take the side of a government lawyer who argued that social media threats should be taken as seriously as all other threats. A "reasonable person [would] think that the words would put someone in fear," said Justice Ruth Bader Ginsburg. Victims of domestic violence have urged the court to uphold the conviction, while some free-speech advocates have supported defendant Anthony Elonis.

o Nearly a Third of Bay Area CIOs Planning to Expand IT Teams

San Francisco -- About 31% of Bay Area chief information officers expect to expand their information technology teams in the first half of 2015, according to a new survey from Robert Half Technology. That's up 15% from the previous six-month period. Another 60% plan to hire only for open IT roles and 10% plan to put hiring plans on hold, while none expect to reduce their IT staffs. Ninety-one percent reported being somewhat or very confident in their companies' prospects for growth through midyear, down 2% from the previous survey. Skills most in demand in the DC area include database management and desktop support, followed by network administration. "The Bay Area is experiencing intense IT hiring due to continued software platform upgrades, virtualization projects and mobile initiatives," said Megan Slabinski, Bay Area district president of Robert Half Technology. "We continue to see a 'war for talent' for in-demand roles, including front-end web developers, data analysts, system administrators and system architects."
