o Santa Clara-Based Pley Lands $10 Million in Second Round

Santa Clara, Calif. -- Pley, the Santa Clara-based developer of a subscription service that bills itself as the Netflix for LEGO, said on Wednesday it has raised $10 million in its second round of funding, led by Sozo Ventures. Previous backers Floodgate, Correlation Ventures, Maven Ventures and Allegro Venture Partners also participated in the round, which the company will use to expand its service into Europe and Asia, as well as bolster its U.S. customer base. The company has now raised $16.75 million since its inception in 2013. In addition, Pley on Wednesday also unveiled PleyWorld, a free online platform that allows users to create their own LEGO sets. Photos of original designs can be uploaded to the site, and once designs receive 5,000 votes, the company will make those sets available to subscribers. "For years, a small group of LEGO designers in Denmark have controlled the types of sets available," said CEO Ranan Lachman. "This is a true testament to how technology and awesome design can change an industry." To date, more than 50,000 families have purchased Pley subscriptions, which run from $9.99-$49.99 a month. Phil Wickham, the managing director of Sozo Ventures, will join the company's board of directors.

o FCC Chairman Proposes Treating Broadband Providers Like Utilities

Washington, DC -- The chairman of the Federal Communications Commission (FCC) on Wednesday proposed new rules aimed at protecting the open Internet -- a concept known as net neutrality -- including reclassifying broadband as a telecommunications service in order to regulate the industry like a utility. The goal of the move would be to keep broadband providers from being able to accept payments in exchange for speeding up or slowing down certain web traffic. "I am submitting to my colleagues the strongest open Internet protections ever proposed by the FCC," FCC Chairman Tom Wheeler wrote in an editorial published Wednesday by Wired. "These enforceable, bright-line rules will ban paid prioritization, and the blocking and throttling of lawful content and services. I propose to fully apply -- for the first time ever -- those bright-line rules to mobile broadband. My proposal assures the rights of Internet users to go where they want, when they want, and the rights of innovators to introduce new products without asking anyone's permission."

o S.F.-Based Cognitive Networks Names Tim Driscoll as CFO

San Francisco -- Two months after announcing $14.5 million in new funding, San Francisco-based Cognitive Networks, a provider of real-time data services for smart TVs, has named Tim Driscoll as its CFO. Driscoll most recently served as the CFO of Verimatrix, and previously provided finance and strategy consulting services at Mission Ventures. "His background in next-generation TV technologies and markets will be particularly useful in helping to identify and develop opportunities for Cognitive’s service platform," said CEO Michael Collette. Cognitive in early December announced $14.5 million in its second round of funding. The company's core platform recognizes content displaying on Smart TVs in real time and provides the capability to deliver enhanced TV experiences. Viewers are able to see contextually relevant content running in sync with related TV programming. The platform also powers big data tools used for media buying, selling, measurement and targeting.

o Staples to Acquire Rival Office Depot in $6.3 Billion Deal

Framingham, Mass. -- Staples, the Massachusetts-based office supply giant, said on Wednesday it will acquire Florida-based rival Office Depot in a deal that values the company at $6.3 billion. Staples, which began discussions to acquire the company in September, will pay $7.25 in cash and 0.22 of a share for each share of Office Depot. The combination, which still requires the approval of regulators and shareholders, is expected to close by the end of 2015, creating a company with annual sales of approximately $39 billion. Staples' headquarters will remain in Framingham, Mass., with Ron Sargent continuing as its chairman and CEO. Sargent said the company expects to realize at least $1 billion in annual cost synergies through headcount reductions and other savings. "These savings will dramatically accelerate our strategic reinvention which is focused on driving growth in our delivery businesses and in categories beyond office supplies," said Sargent.
