o San Francisco-Based PicsArt Raises $15 Million in Funding

San Francisco -- PicsArt, the San Francisco-based operator of a mobile creative image community, said it has raised $15 million in a new round of funding from Insight Venture Partners and Sequoia Capital. The company, which also landed a $10 million investment from Sequoia earlier this year, said it will use the latest proceeds to expand globally and develop new tools for users. PicsArt's app, which has been installed more than 230 million times, allows photographers, designers and artists to utilize the company's array of image creation and editing tools. A new update also allows users to share their work on Facebook, as well as share their creative process with others through automatically generated timelapse videos. "We want to continuously provide artists with the means to connect and collaborate," said founder and CEO Hovhannes Avoyan. "With this round of funding, we can continue to do so with app updates that boost collaboration settings, such as video generation, increased sharing and the latest photo-enhancing tricks."

o Data Breach Affects 4 Million Federal Employees, Chinese Suspected

Washington, DC -- The personal information of approximately 4 million current and former federal employees may have been stolen as part of a massive hacking attack that occurred in April, the Office of Personal Management said on Thursday. U.S. investigators believe the attack, one of the largest-ever breaches against federal employees, was the work of Chinese military hackers, The Washington Post reported. Chinese officials have denied the allegations, calling them irresponsible. Compromised information reportedly includes Social Security numbers, job assignments, performance ratings and training information. Starting Monday, OPM plans to send notifications to affected individuals, offering them free credit monitoring services and identity theft insurance.

o New Milpitas Accelerator to Focus on Growth-Stage Companies

Milpitas, Calif. -- Eschewing the traditional strategy of working solely with early-stage startups, a new accelerator in Milpitas aims to support more mature growth-stage companies seeking exit or expansion strategies. The accelerator, known as CoinX, had its official start in March by hosting a conference in which 20 teams showcased their projects to potential investors and partners. Founder Eric Huang, said his accelerator's platform centers around "collaborating on strategies, networking with experts within various industries and welcoming all growth companies with a clear vision." CoinX so far has worked with 15 companies, completed a curriculum for first batch-companies and created a demo day to showcase their products.
