o Menlo Park-Based Grid Dynamics Acquires Qubell, Lands Funding

Menlo Park, Calif. -- Grid Dynamics, a Menlo Park-based developer of e-commerce technology, said on Monday it has acquired partner Qubell, a Menlo Park-based developer of an autonomic app management platform for cloud apps, and raised an unspecified amount in its second round of funding from Qubell's lead investor, Benhamou Global Ventures (BGV). Financial terms of the deal were not disclosed. Leonard Livschitz, the CEO of Grid Dynamics, said the acquisition will "further enable us to deliver what our customers are asking for -- fast, safe and secure management of applications and their environments on public and private clouds." Qubell will become a subsidiary of Grid Dynamics, and its product will be renamed Tonomi to better reflect its focus on autonomic application management. Victoria Livschitz, the co-founder and CEO of Qubell, will become the executive vice president and general manager of Tonomi, while fellow co-founder and CTO Stan Klimoff will become a technical fellow and CTO of Tonomi.

o Ellucian to Be Acquired by TPG Capital and Leonard Green Partners

San Francisco -- Ellucian, a Virginia-based provider of software, services and consulting to the higher education market, with West Coast offices in San Francisco, said that TPG Capital and Leonard Green Partners will acquire a majority stake in the company from current owners Hellman & Friedman and JMI Equity. Financial terms of the deal, expected to close before the end of this year, were not disclosed. Jeff Ray, Ellucian's CEO, said the company's new owners will play instrumental roles "as we work to accelerate our cloud offering, enhance our student information systems and broaden our product portfolio." More than 2,400 institutions in 40 countries use Ellucian's cloud-based offerings, which focus on student information systems, finance and HR, recruiting, retention, analytics and advancement software.

o Presidential Innovation Fellows Program Made Permanent

Washington, DC -- President Obama on Monday signed an executive order making permanent a three-year-old program that pairs entrepreneurs and technologists with federal employees in an effort to tackle a range of projects. The Presidential Innovation Fellows Program, which launched in 2012, focuses on projects such as improving access to education, fueling job creation and the economy and expanding the public's ability to access their personal health data. With the executive order, the program becomes part of the General Services Administration (GSA), where it will be administered by a director and guided by a newly established advisory board. The administration also has announced six new fellows, including Ross Dakin of Palo Alto, a software engineer who has created novel financial services at Upstart Network, cyber threat intelligence tools at BrightPoint Security and same-day infrastructure at Deliv.

o On Second Thought to Move Headquarters from DC to San Francisco

San Francisco -- On Second Thought (OST), developer of a messaging app that lets users take back text messages before they are received on another person's phone, said on Monday it will move its headquarters from Washington, DC to San Francisco at the end of August. The startup, which has been based at DC tech hub 1776, said it decided to move after gaining the attention of several West Coast investors. Access to talent and partnerships also were factors. OST recently raised $40,000 in seed funding from K Street Capital, landing $250,000 to date, and currently is raising another $1.5 million. The company also recently picked up another $50,000 by winning top prize in the inaugural Women Startup Challenge crowdfunding and pitch competition in the DC area.

o Joshua Wright to Step Down as FTC Commissioner

Washington, DC -- The Federal Trade Commission (FTC) said on Monday that Joshua Wright will resign as one of its five commissioners next Monday. Wright, a Republican appointed by President Obama in 2013, plans to return to George Mason University School of Law as a professor. He could've remained with the FTC until his seven-year term expired in 2020. Prior to being a commissioner, Wright had also served at the FTC as an inaugural Scholar in Residence and in both the Bureau of Competition and Bureau of Economics. "The agency has benefited greatly from his perspective as a lawyer and economist in connection with the matters that have come before us," said FTC Chairwoman Edith Ramirez.
