o San Francisco-Based FiveStars Raises $50 Million in Third Round

San Francisco -- FiveStars, the San Francisco-based developer of a mobile rewards program for small businesses, said on Friday it has raised $50 million in its third round of funding, led by HarbourVest Partners. Previous backers Lightspeed Venture Partners, Menlo Ventures and DCM Ventures also participated in the round, which the company will use to increase hiring in all roles and functions, especially sales and engineering. It now has raised $105 million since its inception. Launched out of Y-Combinator five years ago, FiveStars lets users find local businesses taking part in its program through its mobile app, then "check-in" to earn points. Those points can then be traded in for discounts and free items. "Our vision is to make commerce as personalized offline as it is online and bring exceptional service experiences back in-store," said co-founder and CEO Victor Ho. The company said its service lets participating businesses identify every in-store customer by name, provide the, with personalized service and continue to engage them out of store with targeted messages and rewards. In 2015, FiveStars drove over 35 million visits across 10,000 small businesses in the U.S. and Canada.

o S.F.-Based Glu Mobile Invests in QuizUp Developer Plain Vanilla

San Francisco -- Glu Mobile, a San Francisco-based developer and publisher of free-to-play games for smartphone and tablet devices, said it will invest up to $7.5 million in Iceland-based Plain Vanilla, developer of the trivia game QuizUp, which boasts more than 40 million registered users. The investment will take the form of promissory notes convertible into a minority equity stake in the company. Glu said it will partner with the company to develop a QuizUp TV show for NBC Universal. The companies said the program will be centered around audience interaction, and is expected to drive significant downloads of the QuizUp mobile app. "If our partnership proves out and QuizUp revenues scale, Glu will evaluate whether to exercise its call option to acquire the business," said Niccolo de Masi, the company's chairman and CEO.

o S.F.-Based Shift Technologies Launches $20M East Coast Expansion

San Francisco -- Shift Technologies, the San Francisco-based developer of an online marketplace designed to streamline the process of buying and selling used cars, said it will bring about 100 new tech and engineering jobs to Northern Virginia as part of a $20 million expansion project. The company, which will operate out of tech incubator 1776, said it chose Northern Virginia specifically for its engineering talent. "We're investing first and foremost in building an engaged and productive engineering workforce on the East Coast," said co-founder and CEO George Arison. Shift's East Coast investment is part of its larger plan to operate in 20 new markets by the end of 2016. The company, founded by former Googlers, has raised $73.8 million through two rounds of funding, including a $50 million round last year led by Goldman Sachs Investment Partners. Shift has created a peer-to-peer marketplace that uses technology to connect car buyers and sellers. The company handles everything from getting the car ready for sale to managing inquiries and handling test drives, then conducts a 150-point inspection and offers buyers a seven-day money back guarantee.

Santa Monica, Calif. -- For the second straight year, Mountain View-based Google spent more than $16 million on federal lobbying in 2015, according to records filed with the Clerk of the House of Representatives and reported by nonprofit public interest group Consumer Watchdog. Of 16 tech and communications companies analyzed, Comcast was Google's closest rival at $15.6 million, while Menlo Park-based Facebook, Cupertino-based Apple and Amazon each set corporate records in a bid to influence lawmakers. "These companies are spending millions to buy the outcomes they want," said John Simpson, Consumer Watchdog's privacy project director.

o Uber to Launch Meal Delivery Service in San Francisco, Nine Other Cities

San Francisco -- Uber Technologies, the San Francisco-based on-demand car service, plans to launch full-scale meal delivery in 10 U.S. cities, including San Francisco, The Wall Street Journal reported. The company will launch its dedicated UberEats app in the coming weeks, allowing users to order food from dozens of local restaurants and have it delivered by Uber drivers. The company will compete with several more established challengers in the highly competitive space, such as DoorDash and Postmates. In July, daily deals giant Groupon acquired OrderUp, developer of an online and mobile food delivery service operating in nearly 40 U.S. markets. The latest move expands Uber's lunchtime-only delivery service, which the company launched in a dozen cities last year.
