o Report: Changes in Policy, Attitude Needed to Improve Government IT

Fairfax, Va. -- Management structures that inhibit effective decision-making, hiring practices that make it difficult to land top IT talent and an overall "antagonism to innovation" are all roadblocks preventing the government from keeping pace with private industry in technology, according to a new report from the American Council for Technology and Industry Advisory Council (ACT-IAC). The report outlines recommendations on how the next administration can improve government through IT. "These papers provide a roadmap of actions for the next administration to begin to address the huge gap in effectiveness between public and private sector use of technology to transform business processes," said Mark Forman and Roger Baker, co-chairs of the ACT-IAC transition effort. "Despite spending over $80 billion annually on information technology, most federal agencies have seen little change in how they perform their work or interact and transact with citizens, businesses and other governments," the report states. "Where change has happened, it has typically been the automation of current processes or providing information through websites. The lack of change is caused by federal laws, processes, and culture that inhibit or even penalize risk taking, change and innovation." The full report is at the link below.

o Survey: Millennials Have Big TV Appetites, but Little Patience

San Carlos, Calif. -- Tech-savvy millennials have a voracious appetite for TV content across multiple platforms, but also easily give up when trying to access a show becomes too difficult, according to a new survey by TiVo. The group, generally born between 1982-2004, consumes the highest amount of content at more than six hours a day. But a staggering 54% of millennials also have "show dumped," giving up on a show they previously enjoyed because it was trapped behind paywalls or spread across a variety of entertainment sources. That compares with just 17% of boomers. Millennials also spend 32 minutes a day searching for content to watch, a figure boosted by the number of services and devices they have in the home. "The media industry is facing a perfect storm with increased choice and access to content, at the cost of massive fragmentation and frustrated consumers," said Paul Stathacopoulos, TiVo's vice president of strategy and strategic research. "The coveted millennial demographic is in the eye of this storm, consuming the most content across the most services and platforms. However, members of this generation have short attention spans, and they are the most likely to `show dump' when access to content becomes challenging."
