o Hayward-Based C3Nano Raises $15 Million in Fourth Round of Funding

Hayward, Calif. -- C3Nano, a Hayward-based developer of transparent conductive inks and films for the touch sensor and display industry, said it has raised $15 million in its fourth round of funding. Previous backer GSR Ventures and new investors Nissha Printing and Xinjiang Guoli Minsheng Equity Investment co-led the round, which also included participation by Phoenix Venture Partners and several undisclosed investors, including an unnamed "Silicon Valley technology company." Founded in 2010 as a spinout from Professor Zhenan Bao's chemical engineering laboratory at Stanford University, C3Nano plans to use the latest proceeds to build manufacturing operations in China and increase its capacity in South Korea to support sales growth. The financing also will fund new technology development and innovation at its headquarters in Hayward.

o Redwood Shores-Based Saba Software to Acquire Halogen Software

Redwood Shores, Calif. -- Saba Software, a Redwood Shores-based developer of cloud-based talent management software, said on Thursday it will acquire Canada's Halogen Software, a provider of cloud-based performance management tools. Under the deal, expected to close by midyear, Saba will pay approximately $9.53 a share, or about $223.5 million. Michael Slaunwhite, Halogen's co-founder, executive chairman and largest shareholder, will become chairman of the combined company, as well as one of its largest independent shareholders. "Together, we have the opportunity to scale faster and lead the way in performance, learning and engagement and expand our global impact," said Slaunwhite. Combined, Saba and Halogen will serve more than 4,000 customers.

o Redwood City-Based Innit Acquires ShopWell Labs

Redwood City, Calif. -- Innit, the Redwood City-based developer of a food tech platform that last year raised $18 million in funding, said on Thursday it has acquired ShopWell Labs, creator of a personalized food discovery platform. Financial terms of the deal were not disclosed. ShopWell's mobile app, which has been downloaded more than 2.5 million times, provides personalized nutrition recommendations, allergy alerts and detailed ingredient analysis for a wide variety of foods. Innit said it eventually plans to integrate the technology into its connected food platform, scheduled to launch later this year. The company said the platform will include personalized features spanning the entire food lifecycle, from meal planning, shopping and preparation, to automated cooking on smart appliances. "Personalization of food and nutrition is at the forefront of our strategy and ShopWell brings powerful integration with retail and food information to help users eat and live better," said Eugenio Minvielle, the founder and president of Innit.

o Santa Clara-Based TL Biolabs Lands $4 Million in Seed Funding

Santa Clara, Calif. -- TL Biolabs, a Santa Clara-based developer of microarray technology designed to help farmers increase the speed of selective livestock breeding, said on Thursday it has landed $4 million in a new seed round, led by Andreessen Horowitz. Refactor Capital, Josh Buckley and Y Combinator also contributed to the round, which the company will use to continue expanding its team of engineers, scientists and developers, as well as finish R&D work for the commercial launch this summer of its $15 genomic test for dairy and beef cattle. The test will provide farmers with information on the health, productivity and fertility of their cows so they can make management and breeding decisions earlier and more efficiently. The results will be provided in software designed to help farmers select which calves to keep or sell, and which bulls to breed to which cows.

o White House Chief Digital Officer Steps Down Following Background Check

Washington, DC -- President Trump's pick for chief digital officer has been forced to step down after failing an FBI background check, Politico reported. Gerrit Lansing, who previously led the Republican National Committee's digital efforts, reportedly was one of six White House staffers dismissed last week. An unnamed source told Politico that his issues revolved around investments. Lansing had held the role since January. A successor has yet to be announced.

o FTC Settles with Two Bay Area Companies Over False Data Privacy Claims

Washington, DC -- Three California. technology companies, including two from the Bay Area, have agreed to settle Federal Trade Commission (FTC) charges that they deceived consumers about their participation in a cross-border data privacy system. The agency charged Palo Alto-based SentinelOne, which provides endpoint protection software to enterprise customers; Petaluma-based Vir2us, which distributes cyber security software; and Los Angeles-based SpyChatter, marketer of a private message app; with violating the FTC Act by falsely claiming they participated in the Asia-Pacific Economic Cooperation Cross-Border Privacy Rules system. Companies that seek to participate in the system must undergo a review by an APEC-recognized accountability agent, which certifies they meet a set of data privacy standards. The three companies, however, had never been certified, according to the complaints. "Our cross-border privacy commitments help enable U.S. companies to compete around the world," said Maureen Ohlhausen, the acting FTC chairman. "Companies, however, must live up to the promises they make to protect consumer data." Under the settlement, all three companies will be prohibited from misrepresenting their participation in any privacy or security program.
