o San Jose-Based PayPal Completes Deal for Canada's TIO Networks

San Jose, Calif. -- PayPal, the San Jose-based digital payments giant, said on Tuesday it has completed its $238 million acquisition of Vancouver-based TIO Networks, provider of a cloud-based multi-channel bill payment processing and receivables service. Under the deal, first announced in February, PayPal paid $2.56 a share in cash. TIO processed more than $7 billion in consumer bill payments last year, primarily to telecom, wireless, cable and utility companies, and currently serves 16 million customer accounts, primarily from the financially underserved. The company's service allows customers to pay their bills from 900 self-service kiosks, 65,000 walk-in locations or through mobile or web tools. "Expanding into multi-channel bill payments… will meaningfully advance our ability to offer digital financial services to tens of millions of underserved customers," said CEO Dan Schulman. TIO will operate as a separate service within PayPal under the continued leadership of Hamed Shahbazi.

o Clarus Closes New $910 Million Life Sciences Investment Fund

South San Francisco -- Clarus, a life science investment firm with offices in South San Francisco and Massachusetts, said on Tuesday it has closed a new $910 million fund, its fourth overall. The fund, Clarus IV, increases the firm's total assets under management to more than $2.6 billion. It will commit $20-$100 million per investment toward the co-development of late-stage clinical assets and other structured financing opportunities. The Clarus IV team is led by managing directors Emmett Cunningham, Nicholas Galakatos, Robert Liptak, Scott Requadt, Nicholas Simon and Kurt Wheeler. The firm has invested in more than 50 private and public companies in the biotechnology, medical device and diagnostic spaces.

Menlo Park, Calif. -- Menlo Therapeutics, a Menlo Park-based clinical stage pharmaceutical company, said on Tuesday it has raised $50 million in its third round of funding, led by venBio. Novo Holdings, Rock Springs Capital, Aisling Capital and Bay City Capital, as well as all of Menlo's previous backers, took part in the round. The company said it will use the proceeds to advance serlopitant, a once-daily oral treatment for itching associated with atopic dermatitis, psoriasis and prurigo nodularis, and for the treatment of refractory chronic cough. Aaron Royston of venBio will join the company's board of directors. Originally developed by Merck and licensed to Menlo Therapeutics in 2012, serlopitant has been evaluated in more than 1,000 human clinical trial subjects.

o Sunnyvale-Based Silk Road Medical Raises $47 Million in Funding

Sunnyvale, Calif. -- Silk Road Medical, a Sunnyvale-based developer of less-invasive medical devices intended to improve the treatment of carotid artery disease, said on Tuesday it has landed $47 million in a new round of funding co-led by new investors Norwest Venture Partners and Janus Capital Management. Previous backers Warburg Pincus, The Vertical Group and CRG also participated in the round, which the company will use to support the commercial growth of its ENROUTE family of products for TransCarotid Artery Revascularization (TCAR) procedures. "With this financing we will continue to build our commercial footprint and momentum in the United States and enter new markets abroad," said CEO Erica Rogers. TCAR is a procedure combining surgical principles of neuroprotection with minimally invasive endovascular techniques to treat blockages in the carotid artery at risk of causing a stroke. Robert Mittendorff, a partner at Norwest, will join the company's board of directors.

Financial terms of the deal were not disclosed. In connection, Ali Jenab, an Alpine CEO-in-Residence, has assumed the role as CEO, succeeding the retiring Robert Towery. Escape President Ramona Marshall will continue running the company's day-to-day-business operations. Escape offers an integrated suite of finance, payroll and human resource modules that manage budgeting and payroll processes for California schools. Redwood City, Calif. -- In a marriage of advertising technology companies, Redwood City-based Rocket Fuel, developer of a predictive marketing platform, said on Tuesday it will be acquired by Sizmek, developer of a people-based creative optimization and data activation platform, in a deal valued at $140 million. Under the agreement, New York-based Sizmek, which is backed by Vector Capital, will launch a tender offer for shares of Rocket Fuel, paying $2.60 a share in cash. Rocket Fuel will have the right to solicit better offers for the next 30 days. The deal is expected to close by the end of September. Combined, the two companies connect more than 20,000 advertisers and 3,600 agencies to audiences in over 70 countries. "Together, our self-service predictive marketing platform will help you to truly optimize your campaigns across your entire media plan," wrote Rocket Fuel CEO Randy Wootton in a blog post. "This new combination of technology and services is the next logical step in the marketing revolution."
